You may only conclude trade and brokerage transactions that are or could be related to NBC weapons or military uses in arms embargo countries after obtaining prior approval. You submit your application in the online procedure to the Federal Office of Economics and Export Control (BAFA).

Single Point of Contact (Einheitlicher Ansprechpartner)

For this procedure, you can use the service of the Single Point of Contact. They will guide you through the administrative procedure, take care of correspondence with all the offices responsible for your request and will be available to you as a competent advisor.

For processing the application, the authority requires a number of documents, in particular

• informative technical documentation on the goods to be supplieda company profile of the recipient of the goods
• the recipient's declaration on the use of the goods (end-use declaration).

You will receive further instructions in the course of the application procedure.

• You are aware or the Federal Office of Export Control (BAFA) has been informed that the goods of the intended trade and brokering transaction are or may be intended for NBC weapons or for military uses in arms embargo countries.
• The goods in question are certain dual-use goods (goods that can be used for both civilian and military purposes).

There are no fees to pay.

You can apply for a license for the trading or brokering transaction in question via the electronic "ELAN-K2" system of the Federal Office of Economics and Export Control (BAFA). To do so, log on to the application portal under "Login and registration ELAN-K2".

Note: You must apply separately for permission for each independent trading and brokerage business that falls under the above requirements.

You are not allowed to conclude the trading and brokering business until you have the official permission.
