A change barrier serves to secure urban land use planning, especially for larger traffic construction projects.
With the start of the examination of the plans in a planning approval procedure, no value-adding or significantly complicating changes may be made by third parties on the areas affected by the planning. Excluded from this are changes that have been started in a legally permissible manner in advance, maintenance work and the continuation of a previously exercised use.
Exceptions to the change ban may be allowed if overriding public interests do not conflict with this.
