If you take possession of an abandoned or escaped pet, you must report the discovery immediately.
By taking possession of a found animal, you assume the obligation to accommodate the animal in an animal-friendly manner and to comply with the statutory provisions of the lost and found law. For example, by putting a leash on a lost animal, you take possession of it. You must immediately report the find to the loser or the owner. If the owner is unknown, report it to the authority responsible for the place where it was found. You must provide details of the circumstances that may be of importance in identifying the loser or owner. The official obligation to keep found animals follows from the right of the finder to hand in the lost property to the competent authority.
As the finder, you can keep the animal with the consent of the competent authority. To do this, you must provide the animal with appropriate housing, care, food and veterinary care. If the owner contacts you within six months of the lost property being reported, you as the finder must hand over the animal. You can demand compensation from the owner for the necessary expenses and a finder's fee. After six months, you as the finder acquire ownership of the animal, unless you have previously waived this right.

So-called outdoor cats
If you find a free-roaming cat, you are not allowed to keep it. A free-roaming animal is free to forage where it wants and can go where it wants. You do not have to report this find.
