Do you transport people commercially with your rental car business? If your permit expires, you can apply to the relevant transport authority to have it reissued.

You need a permit for the commercial transport of persons with a rental car. You can submit an application to this effect to the relevant transport authority.
Before the temporary permit expires, you can apply to the competent transport authority for the permit to be reissued.
There may then be a seamless transition of the approved rental car operation based on a new, again temporary, permit.

• Application for re-issuance of rental car permit (surname, first name of applicant; place of residence and operation; in the case of natural persons, date of birth, place of birth; number of vehicles, type of vehicle, capacity of vehicles to be used)
• Equity certificate / additional certificate (form according to § 2 para. 2 no. 2/ § 2 para.3 of the Berufszugangsverordnung für den Straßenpersonenverkehr -PBZugV), not older than 3 months
• Certificate of no objection from the tax office, the municipality, the social insurance carrier and the employers' liability insurance association, not older than 3 months (from the company, the legal representative and the person appointed to manage the business / traffic management)
• Certificate of good conduct for submission to the authorities in accordance with Section 30 (5) of the German Federal Law on Civil and Professional Conduct (BZRG)
• Extract from the Central Trade Register in accordance with Section 150 (5) GewO (in the case of companies)
• Extract from the driving aptitude register (FAER)

General documents:

• Vehicle list
• Proof of liability insurance for rental cars including risk indicator (WKZ)
• Proof of installation of an alarm system or exemption according to § 25 BOKraft
• Proof of installation of an odometer

• The applicant is or was already in possession of a rental car permit as an entrepreneur.
• The safety and efficiency of the business are guaranteed.
• There are no facts indicating the unreliability of the applicant as an entrepreneur or the person appointed to manage the business.
• The applicant as entrepreneur or the person appointed for the management of the business is professionally suitable.
• The applicant and the entrepreneurs appointed by him or her to carry out transport services have their place of business or establishment within the meaning of commercial law in Germany.
• The repeated granting of the license is limited to a period of up to 5 years.

In the case of legal entities under public law, the requirements are deemed to have been met.

The amount of the fees depends on:

• the number of vehicles and
• the term of the permit.

Proceed as follows to obtain a reissuance of the permit for commercial transportation of passengers by rental car:

• File an appropriate application with the transportation authority having jurisdiction over you and attach all required documents to the application.
• The authority will process your application and conduct the necessary hearing procedures.
• You will receive a notice of the decision to reinstate your rental car permit. If applicable, you will receive the permit certificate.

The processing time may vary between the responsible transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional documents are required.

Deadlines do not start to run until an application ready for a decision has been submitted. If your application is complete, a decision will be made on it within 3 months. The deadline can be extended by 3 months if necessary.
