You can apply for the short-term license plate as a private individual or company for a roadworthy but unregistered vehicle.
You can only use it for
- Test drives and
- transfer journeys.
You can only use it for the vehicle entered in the vehicle registration document. The short-term license plate is valid for a maximum of five consecutive calendar days, including the day of allocation.
Note: The start of the period of validity may not be pre-dated. Bear this in mind, especially if you apply for it before a weekend or public holiday.
Since April 1, 2015, short-term license plates have only been issued to vehicles with a valid EC type approval or operating permit and only with a valid main inspection/safety test. If your vehicle does not meet these requirements, a short-term license plate can still be issued. However, its use will be restricted for certain purposes. The short-term license plate is generally only valid within Germany. If you wish to use a short-term license plate to transport a vehicle abroad, you do so at your own risk. The export license plate is also available for this purpose.
Tip: Check with the relevant foreign authorities beforehand whether the German temporary license plate is recognized in the country of destination.

- Proof of the necessary technical requirements for the vehicle, e.g. registration certificate Part I, EC type approval, operating license or valid general inspection/safety test
- If applicable, proof of the vehicle's location: registration certificate part II or purchase contract
- Insurance confirmation for short-term license plates (eVB code)
Note: You will receive the confirmation of insurance for motor vehicle liability insurance from an insurance company of your choice. You can usually request this from your insurance company by telephone.
The requirements for obtaining a short-term license plate are
- You need the vehicle for
- a test drive on which you can determine and prove the vehicle's usability or
- a transfer trip to take the vehicle to another location.
- You have your own specific need for the allocation of a short-term license plate. If you apply for short-term license plates for several vehicles at the same time, you must provide proof of need.
- You must specifically name the vehicle to the registration authority and provide evidence of the vehicle data.
- The vehicle must have an EC type approval or operating license.
- The vehicle must have a valid general inspection (HU) and, if applicable, a safety inspection (SP) during the entire period of validity.
If your vehicle does not have an EC type approval or operating permit, you may only use a short-term license plate for journeys that are related to obtaining the required certificates.
In this case, you may only drive to the nearest inspection center in the district that issued the license plate or in the neighboring district with the short-term license plate.
If your vehicle does not have a valid HU or SP, it will only receive a short-term license plate for the journey
- to the nearest inspection center in the registration district and back or
- to the nearest garage in the registration district in which the license plate was issued or to a neighboring district and back for the immediate repair of any significant or minor defects found.
This does not apply to vehicles that have been classified as unsafe to drive.

You, an authorized representative or a person entitled to receive the vehicle must apply for the short-term license plate at the responsible registration authority. Depending on what the registration authority offers, you can either download a form or use an online service via the Internet.
Tip: You can obtain license plates from private providers near the registration authorities.
Note: If you are an applicant who is not registered in Germany, you can apply for a temporary license plate at the relevant registration authority if you name a person authorized to receive the application.
