If you want to carry out courses to restore the fitness to drive of drivers with alcohol or drug problems, you will need recognition by the competent authority under state law.

If you want to carry out courses to restore the fitness to drive of drivers with alcohol or drug problems, you will need recognition by the competent authority under state law. Recognition shall be granted at the written request of the institution for its posts, its courses for the restoration of the fitness to drive of drivers with alcohol or drug problems and its instructors. Recognition may be accompanied by ancillary provisions, in particular conditions, in order to ensure the prescribed existence and proper functioning of the institution and its bodies.

When submitting an application, the following documents must be attached:

1. proof of the legal form of the institution, name of the legal person,
2. information on the organisation and management of the institution, its activities and its relations with a higher-level organisation,
3. the addresses of all bodies in which courses for the restoration of fitness for driving are to be carried out, within the competence of the respective recognition authority,
4. if another recognition has already been granted, a list of already existing recognition notices stating the recognition authority, file number and date of recognition

Recognition shall be granted if:

1. the financial and organisational capacity of the institution is ensured,
2. the personnel and material-spatial equipment is ensured,
3. Teacher
   a) the completion of a university degree as a psychologist or an equivalent master's degree in psychology,
   (b) training in traffic psychology at a university or equivalent higher education institution or at a body which is associated with the assessment or restoration of the
   driving aptitude,
   (c) knowledge and experience in the study and assessment of the suitability of drivers; and
   (d) demonstrate training as a leader of courses to restore fitness for driving.
4. Instructors meet the requirements to maintain the instructor qualification,
5. the provider of courses for the restoration of fitness for driving is not at the same time a provider of driving training measures or a provider of assessment bodies for driving aptitude,
6. the scientific basis and suitability of the courses have been confirmed by an appropriate independent body,
7. the holder of courses for the restoration of fitness for motor vehicles proves that the requirements have been met by means of an expert opinion of the Federal Institute.

Fees and expenses are incurred, the amount of which is based on the administrative burden and the economic advantage for the applicant, is laid down in the Scale of Charges for Road Transport Measures (RFees) and is determined by the recognition authority. In the annex to the GebOSt is according to the lfd.-No. 214.4 a fee range of 128.00 euros to 2,556.00 euros provided.

The application must be made in writing and must be signed by a person authorised to represent the institution.

There are no deadlines to be observed.

Recognition shall be limited to a maximum of ten years and, upon request, extended for a maximum of ten years at a time. The effectiveness of the courses must be proven after 6 years at the latest in an evaluation procedure carried out according to the state of the art. The courses must be re-evaluated regularly after their first evaluation, at the latest every 10 years.
