On the basis of the municipal regulations for the state of Saxony-Anhalt, the municipalities issue fee and usage statutes for the use of their library.

Lending transactions between libraries are regulated by the Regulations on Lending Transactions in the Federal Republic of Germany – Leihverkehrsordnung (LVO).

Published information is provided by municipal public libraries. They are part of the education system and serve educational, vocational, general and cultural education. They teach media and information literacy and support the promotion of reading among children and young people in a special way. In addition to the provision of foreign-language literature, intercultural events (e.g. readings) also take place. Various offers are available such as books, newspapers/magazines, sheet music, maps, audio books, CDs, DVDs, CD-ROM, Blus-Ray discs and online media. In the event that the various offers are not in the library on site, you can use the interlibrary loan in many cases.

A user card is required to use the existing offers.

• For the issuance of the user card, the presentation of the identity card or passport with current registration certificate is required.
• Children and adolescents up to the age of 18 require the declaration of consent of the legal representative.

You are in possession of a valid user card of a public library.

With your user card you can use media

• borrow and take home,
• use the eLibrary,
• Read media on site in the library and
• have access to various databases including electronic newspapers/magazines.

The cost of use varies from library to library. Additional services (copies, reproduction orders, document delivery, use of the image archive, access to the Internet) may incur additional costs, the amount of which is specified in the fee schedule of the respective library.

• You are interested in such information, but it is not in the local library on site.
• Using your user card, you can order the corresponding interlibrary loan.
• For a usage fee, you can borrow the media.

Depending on the desired interlibrary loan, there may be different processing times.

The loan periods for certain forms of media specified in the library's terms of use must be observed by the user.

As a rule, the following are excluded from interlibrary loan:

• Media that are available in the local public library, even if they cannot be borrowed or are currently on loan
• electronic resources (e.g. e-books)
• new literature, which is available in bookstores for a price of up to 15.00 euros
• current new publications (exceptions: location references can be determined)
• Loose-leaf collections and unbound periodicals
• newer travel guides, entertainment and hobby literature
• Patent specifications, DIN standards
• Master's, diploma and exam theses
• Newspaper volumes
• Media of exceptional format (e.g. large formats, pictures and sculptures)
• Television recordings and the like
• Holdings from reference libraries, reading rooms and institute libraries
• especially old works

Libraries as municipal institutions provide citizens with various published media for educational, vocational, general and cultural education.
