Persons,
- for whom a guardian has been appointed or who are represented by a person with a publicly certified power of attorney,
- who are likely to be permanently accommodated in a hospital, nursing home or similar institution or
- are unable to move about in public on their own due to a permanent disability,
can be exempted from the requirement to hold a valid identity card upon application.
- Previous identity card or passport
- Original birth or marriage certificate
- for persons for whom a guardian has been appointed: the original certificate of appointment or the decision of the local court
- for persons who are incapable of acting or consenting: the original certified power of attorney
The exemption from the ID requirement should be applied for before the existing ID card or passport becomes invalid.
- The application can be submitted by the guardian, the authorized representative or by the person who is required to have an ID card.
- The ID card holder receives a certificate stating that he/she is exempt from the ID card requirement.
- The certificate is generally issued for an unlimited period of time and without a photograph and contains all the data (except for eye color and height) that would also have been entered in the identity card.
- It is not possible to travel abroad with this certificate.
- If bank powers of attorney still need to be issued or notarized legal transactions (e.g. wills or property matters) need to be clarified, it is advisable to apply for a new ID card.
