Anyone intending to commence operation of an energy supply network requires authorisation from the competent authority under Land law.
When applying for authorisation, the applicant must prove that he fulfils the above conditions. Details on the scope of the documents to be submitted with the application are summarised in the information sheet of the energy supervisory authority.

to ensure long-term network operation in accordance with legal regulations.
Action before the administrative court: All orders of the supervisory authority are issued as conventional administrative acts (in the field of public law), so that legal recourse to the administrative courts is open (§ 40 para. 1 VwGO).
