As the operator of an upper-class operating area, you are obliged to provide the competent authority with the information necessary for the preparation of external alert and security plans. Cooperation between operators and authorities is absolutely necessary for the definition of external hazard areas.

Once established and updated, the content of the internal alert and security plans shall be communicated to the authorities responsible for civil protection and general security to the extent necessary for those authorities to carry out their tasks. Cooperation should therefore discuss the details of which documents should be forwarded to the authorities with regard to their distribution of tasks.

The time limits for the transmission by the operator of the information necessary for the preparation of the external emergency plans result from the Hazardous Incident Regulation and are at least one month before the commissioning of an operating area or before changes to the plant or activities on the basis of which the operating area falls within the scope of that Regulation. Or when an operating range of the lower class becomes an operating range of the upper class.
