If you want to handle or trade in explosive substances in the mining sector, you need a certificate of competence. You can find out more here.
If you are not in possession of a corresponding permit in accordance with the Explosives Act (§ 7 SprengG), you may only handle or deal with explosive substances requiring a permit if you have an official certificate of competence for handling and/or dealing with explosive substances in accordance with the Explosives Act.Your client must be the holder of a permit in accordance with the Explosives Act.
Responsible persons or supervisors include, in particular, managers of an operating department, persons authorized to detonate explosives, foremen, technical supervisory personnel in explosive ordnance disposal and warehouse managers as well as persons who are appointed to move explosive substances, to transfer them to others or to receive these substances from others.
A certificate of competence for the handling and/or transportation of explosive substances is only issued to natural persons.
As an applicant, you will generally receive a certificate of competence for the handling and/or transportation of explosive substances in accordance with the Explosives Act if you
- reliable
- competent and
- personally suitable,
- have reached the age of 21 and
- are German or EU citizens.
They must have successfully completed a state or state-recognized specialist training course. However, only persons who can present a valid clearance certificate may take part in such a course.
The certificate of competence for handling and/or dealing with explosive substances in accordance with the Explosives Act is only issued on application and generally for a period of five years. It can be restricted in terms of content, limited in time and also subsequently linked to conditions.

- For EU foreigners: Certificate of good repute in a certified translation from the competent judicial or administrative authority in your home country or country of origin (e.g. extract from the criminal record). The certificate should not be older than three months. Otherwise, only facts that have been confirmed by the competent authority in your home country or country of origin may be regarded as evidence.
As an applicant, you will receive a certificate of competence for the handling and/or transportation of explosive substances in accordance with the Explosives Act if you
- a natural person,
- reliable,
- knowledgeable and
- personally suitable.
- have reached the age of 21 and
- are German or EU citizens.
You can submit the application in writing or electronically.
Once you have submitted the application and all documents are complete, the competent authority will check whether all requirements for issuing the certificate of competence have been met.
If all documents are complete, you will receive the requested certificate of competence.
The certificate of competence is usually issued for a period of five years.
For an extension of the certificate of competence, a refresher course must be attended if the person continues to be reliable.The application must be submitted in good time, at the latest 8-10 weeks before the intended commencement of an activity covered by the SprengG.The clearance certificate must not be older than one year.
