Directive on the granting of subsidies from progres.nrw - low-emission mobility program area - dated 15 June 2020, last amended on 25 February 2021

As part of the "Program for Rational Energy Use, Renewable Energies and Energy Saving" (progres.nrw), the state of NRW is promoting low-emission mobility.

In order to achieve climate protection targets and improve the quality of life in cities, the purchase of electric cargo bikes is also being promoted.

Investments for the purchase of electrically powered, brand-new cargo bikes are eligible for funding.

The funding amount is determined on the basis of the eligible investment costs (basic equipment plus permanently installed transport body):

Funding amount:

• 30 percent of the expenditure for the purchase, up to a maximum of EUR 2,100 per cargo bike for natural persons as freelancers or
  tradespeople, legal entities under public and private law and partnerships per cargo bike,
• 60 percent of the expenditure for the purchase, up to a maximum of EUR 4,200 per cargo bike for municipalities, local authorities,
  municipal special-purpose associations and municipal companies, provided they carry out non-economic activities.
  Up to 5 cargo bikes per year are eligible for funding per eligible applicant.

• De minimis declaration, entrepreneur's declaration, declaration on companies in difficulty (for companies)
• Proof of residence, permanent establishment or branch in North Rhine-Westphalia

The electric cargo bikes must have a payload of at least 70 kilograms without rider and meet one of the following requirements:

• an extended wheelbase or
• transport options that are non-detachably connected to the bicycle and can carry more volume or weight than a conventional bicycle.

Eligible applicants are

• natural persons as freelancers or traders,
• legal entities under public and private law,
• partnerships,
• Municipalities, local authorities, municipal special-purpose associations and municipal companies, provided they carry out non-economic activities.

Applicants must prove that they will have a place of residence, a permanent establishment or a branch in the state of North Rhine-Westphalia at the time the grant is paid out.

Grants below a de minimis limit of EUR 350 will not be approved.

1. Obtain a cost estimate or quotation.
2. Fill in the online application form and upload the quote or offer. A PIN code will be sent to the e-mail address provided via the Request PIN code button. Each PIN code is assigned to a form and must be entered within 30 minutes. The truthful information must then be confirmed. A confirmation e-mail will then be sent.
3. Once the application has been approved, you will receive the grant notification. You can now commission the measure.
4. Once the measure has been implemented, the grant can be drawn down as described in the grant notification.
5. Once the application for payment has been positively reviewed, the grant will be transferred.

1. The purchase of electrically powered cargo bikes can be subsidized upon application.
2. Certain requirements regarding the technical equipment, purchase, use and the applicant must be met.
