Directive on the granting of subsidies from progres.nrw - low-emission mobility program area - dated 15 June 2020, last amended on 25.02.2021
As part of the program for rational energy use, renewable energies and energy saving (progres.nrw), the state of NRW is promoting low-emission mobility.
In order to achieve climate protection targets and improve the quality of life in cities, the purchase of electric cargo bikes is also being promoted.
Investments for the purchase of electrically powered, brand-new cargo bikes are eligible for funding.
The funding amount is determined on the basis of the eligible investment costs (basic equipment plus permanently installed transport body):
Funding amount:
- 30 percent of the expenditure for the purchase, up to a maximum of EUR 2,100 per cargo bike for natural persons as freelancers or tradespeople, legal entities under public and private law and partnerships per cargo bike,
- 60 percent of the expenditure for the purchase, up to a maximum of EUR 4,200 per cargo bike for municipalities, local authorities, municipal special-purpose associations and municipal companies, provided they carry out non-economic activities.
Up to 5 cargo bikes per year are eligible for funding per eligible applicant.

- Certain requirements regarding the technical equipment, purchase, use and the applicant must be met
