The purpose of public appointment is to provide courts, authorities and the public with particularly knowledgeable and personally suitable experts whose statements are particularly credible.
As a publicly appointed and sworn expert in the field of valuation of developed and undeveloped properties, you must fulfill special appointment requirements.
The documents you enclose with your application must show your previous education:
This can result from a course of study and practical work or from vocational training and practical work. In addition, you must include at least four self-written reports from specific areas with the application documents you submit.
A panel of experts at the competent body will then check whether you meet the minimum requirements in accordance with the applicable expert regulations. Your specialist knowledge in your field will then be checked again in written and oral form.
Finally, depending on the decision of the expert committee, you will receive the certificate of appointment, expert ID card and round stamp.

- if you are in an employment or service relationship, a confirmation from your employer stating that you have carried out practical work within the valuation of developed and undeveloped properties, including at least two years as an expert in this field
- if you are self-employed or work in a commercial capacity, you must provide suitable evidence that you have carried out practical work in the valuation of developed and undeveloped properties, including at least two years as an expert in this field
- at least four self-authored appraisals in the following areas:
- Market value appraisal of a single-family, two-family or multi-family house
- Market value appraisal of a condominium
- Market value appraisals of commercial business, industrial or mixed-use properties, preferably an operator/management property, such as a retail property, leisure property, hotel or care home
- Residential rental appraisals or
- commercial rental appraisals
In order to be appointed as a publicly appointed and sworn expert in the field of valuation of developed and undeveloped properties, you must
- have sufficient life and professional experience;
- prove that there are no reservations about your suitability;
- demonstrate special expertise and practical experience in the preparation of appraisals.
You provide evidence of your practical experience in the form of expert reports, which you enclose with your application for appointment.
- prove that you have the facilities required to work as a publicly appointed expert;
- live in orderly financial circumstances;
- guarantee impartiality and independence as well as compliance with the duties of publicly appointed experts;
- prove that you have relevant knowledge of German law and the ability to explain technical findings and assessments in a comprehensible manner
- prove that you have the necessary mental and physical capacity to meet the requirements of the subject area applied for.
Once you have submitted the application for public appointment and swearing-in as an expert, the completeness of the application documents is checked by the competent body.
A specialist committee at the competent body then checks whether these meet the minimum requirements according to the expert regulations. Your specialist knowledge in your field will then be checked again in written and oral form.
Finally, depending on the decision of the expert commission, you will receive the certificate of appointment, expert ID card and round stamp.
