In order to keep a dangerous dog or a dog of a certain breed, you need a keeping permit from the public order office in addition to the tax registration.
Section 3 and Section 10 of the NRW State Dogs Act stipulate which dogs are considered dangerous. This currently includes dogs of the breeds Pittbull Terrier, American Staffordshire Terrier, Staffordshire Bullterrier and Bullterrier and their crosses with each other as well as their crosses with other dogs. The term 'fighting dog' is also commonly used here. In addition, there are dogs that are classified as dangerous by an official veterinarian of the veterinary office. Dogs of certain breeds" are dogs of the breeds Alano, American Bulldog, Bullmastiff, Mastiff, Mastino Espanol, Mastino Napoletano, Fila Brasileiro, Dogo Argentino, Rottweiler and Tosa Inu as well as their crossbreeds with each other and with other dogs.
After examining your application and the documents you have submitted, the regulatory authority will issue you with a permit to keep these dogs.
The decision on the application for a permit is subject to a one-off fee, which is determined on a case-by-case basis and takes into account any payment already made via the online application.
- Proof of expertise from an official veterinarian or - for dogs of certain breeds - a recognized expert body
- Proof of reliability (certificate of good conduct)
- Special liability insurance (minimum insurance sum of € 500,000 for personal injury and € 250,000 for other damage)
- Forgery-proof identification of the dog (microchip)
- In the event of relocation: any existing permit from another authority
In order for the regulatory authority to issue you with a permit, you must meet the following criteria:
- be of legal age
- have the necessary expertise and reliability (see "Required documents")
- be able to hold and lead the dog safely on a lead
- ensure that your dog is housed in an escape-proof place
- take out special liability insurance (see "Required documents")
- and provide proof of your dog's forgery-proof identification (microchip)
Keeping a dangerous dog also requires that there is a special private or public interest. For example, if the dog is to be used as a guard dog for a particularly endangered property or if you want to get it from an animal shelter and take it in.
If the owner applies for an exemption from the leash or muzzle requirement for a dog of a certain breed, the behaviour test can also be carried out by a recognized expert or a recognized expert body.
To keep a dangerous dog, you must provide evidence of a special private or public interest. For example, if the dog is to be used as a guard dog for a particularly endangered property or if you want to get it from an animal shelter and take it in.
You need a license to keep the following dogs:
- Dogs whose dangerousness is suspected due to their breed or has been determined in individual cases
- Dogs of other specific breeds
The regulatory authority will issue a permit to keep these specific types of dogs after examining the application and the enclosed documents.
