In order to keep a dangerous dog, a dog of certain breeds or a dog that has been individually classified as dangerous, you need a keeping permit from the public order office in addition to the tax registration.
- Proof of expertise from an official veterinarian or - for dogs of certain breeds - a recognized expert body
- Proof of reliability (certificate of good conduct)
- Special liability insurance (minimum insurance sum of € 500,000 for personal injury and € 250,000 for other damage)
- Forgery-proof identification of the dog (microchip)
- In the event of relocation: any existing permit from another authority
The costs for the decision on an application for a permit are generally based on the General Administrative Fee Regulations (AVerwGebO NRW), tariff item 18a. They may vary depending on the effort involved and the individual case and therefore cannot be generalized.

A general processing time cannot be specified. This varies from authority to authority. On average, you can expect 10-15 working days once the application is complete.
There are no statutory deadlines. As soon as you intend to keep a dangerous dog or a dog of a certain breed, you generally have to apply for a permit in advance. When the dog is actually taken into the household, the permit should already have been issued.
In the case of dangerous dogs, proof of expertise and reliability must be provided before the dog is taken into the household.
Deadlines for the subsequent submission of documents for an incomplete application vary depending on the authority.

If the owner applies for an exemption from the leash or muzzle requirement for a dog of a certain breed, the behaviour test can also be carried out by a recognized expert or a recognized expert body.
To keep a dangerous dog, you must provide evidence of a special private or public interest. For example, if the dog is to be used as a guard dog for a particularly endangered property or if you want to get it from an animal shelter and take it in.
You require a permit to keep the following dogs:
- Dogs whose dangerousness is suspected due to their breed or has been determined in individual cases
- Dogs of other specific breeds
The regulatory authority will issue a permit to keep these specific types of dogs after examining the application and the enclosed documents.
