If you keep a large dog, a dog of a certain breed or a dog that is classified as dangerous, you are obliged to register it with the responsible local regulatory authority (Ordnungsamt). You can find out more here.
- All dog ownership, with the exception of small dogs, must be reported to the responsible public order office in the place of residence.
- Large dogs that are at least 40 cm high at the withers (measured at the base of the neck) or weigh at least 20 kg must be registered by law
- Do you have a dog of the Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier or Bull Terrier breeds, their crosses with each other or their crosses with other dogs?
- Does your dog belong to the breeds Alano, American Bulldog, Bullmastiff, Mastiff, Mastino Espanol, Mastino Napoletano, Fila Brasileiro, Dogo Argentino, Rottweiler and Tosa Inu, their crosses with each other or with other dogs?
- Do you have a dog that has been classified as dangerous in individual cases?
- If you keep a dangerous dog or a dog of certain breeds, you are bound by certain obligations, in particular the obligation to register and obtain a permit. These obligations include registering the dog with the public order office and applying for a permit before you start keeping it. You must also inform the public order office of any change of address. If you move house, please remember to inform the public order office of your new address. If you move to another location, you must also notify the public order office in the new location. You must also inform the public order office of the death of your dog or if you sell or give it away.

- If you wish to keep a large dog, you must provide proof of your expertise, liability insurance and microchip identification (state microchip number) with your registration.
- To keep a dog of a certain breed, you must also submit a certificate of good conduct of the document type OE or OB (§ 30 Para. 5 of the Federal Central Register Act) as well as proof that the dog is escape-proof.
- In order to keep a dangerous dog, a special private or public interest must also be proven. The latter is usually the case when the dog is taken over from the animal shelter.
An administrative fee of EUR 25 is charged for the registration of large dogs.
An administrative fee of between EUR 30 and 100 is charged for issuing a permit to keep dangerous dogs and dogs of certain breeds.
The application to keep a dangerous dog or a dog of a certain breed must be submitted before the dog is kept. The dog may only become the property of the owner once the application has been approved.
A large dog should be registered immediately after the start of ownership. If documents are not available or not complete, they must be submitted later.
As the responsible local regulatory authorities in the cities and municipalities are organized and equipped differently, processing times vary. As a rule, however, the processing time should not take more than a few weeks.
- For large dogs that reach a height at the withers (measured at the base of the neck) of at least 40 cm or a weight of at least 20 kg, there is a legal obligation to register.
- For dogs whose breed is classified as dangerous and for dogs of certain breeds that are regulated according to § 10 of the NRW State Dog Law, there is also a legal obligation to register, combined with a permit requirement.
