If you wish to use public traffic areas for construction work or events, you must apply for a permit from the local road traffic authority.

You must obtain a permit from the local road traffic authority for every measure in which you use and restrict the public traffic area.
Such measures include

• Road construction measures
• the erection of scaffolding or the storage of building materials
• removals
• events

You may only start the measures once you have been granted permission.

You are responsible for informing the public about the measure.

With the permit, the competent authority will specify in a traffic order

• how you must cordon off and mark the work site,
• whether and how you must restrict, direct and regulate traffic and
• how you must mark any detour routes.

On the one hand, these requirements ensure the safety of workers and road users. On the other hand, they ensure that traffic is not impaired more than necessary.

You need a traffic order not only when a lane is completely or partially closed. It is also necessary if the work only affects cycle paths or footpaths.

If the requested traffic restriction is a work site, a site manager must be appointed.

If the measure lasts longer than the requested period, you must apply for an extension of the measure before the approved period expires.

In the event of an emergency, please contact the relevant police station directly.

You will need the following documents:

• Site plan to scale
• if applicable: certificate "Information sheet on the general conditions for the specialist knowledge required for traffic safety at road works" (MVAS)

You must meet the following requirements:

• You can demonstrate a legitimate interest.
• They do not restrict the safety of traffic and do not impair traffic disproportionately.
• They do not disproportionately restrict public use.
• In the case of traffic space restrictions due to a work site: As the person responsible for a traffic order, you hold the certificate "Merkblatt über Rahmenbedingungen für erforderliche Fachkenntnisse zur Verkehrssicherung von Arbeitsstellen an Straßen" (MVAS).

You can apply for a traffic restriction permit by post.

• If a form is available: you fill out the form and sign it. Then submit the application with the required documents by post or e-mail.
• If no form is available: You write an informal application, sign it and submit it with the required documents by post or e-mail.
• The responsible authorities will check the application and, if necessary, involve other authorities.
• Once the application has been reviewed, you will receive a notice of approval or rejection. The approval notice contains the traffic law order for you.
• You can now carry out the measure within the scope of the traffic order.
• You will receive a notification of charges.
• You pay the fee.
