§ 46 StVO

Exemption permits for craft businesses, ambulant social and commercial enterprises:

Craft and commercial enterprises that carry out repair or assembly work and use special service or workshop vehicles for this purpose or need to transport heavy or extensive material can apply for flat-rate or location-based exemptions for their assembly and workshop vehicles. Outpatient social services can also apply for flat-rate or location-based exemptions to fulfil their tasks within the framework of services of general interest.
Exemptions for craft enterprises and outpatient social services entitle them to:

• Parking in restricted no-parking zones / no-parking zones,
• Parking at parking meters and parking ticket machines without paying fees and without observing the maximum parking time,
• Parking in parking spaces with mandatory parking disks without observing the maximum parking time and
• Parking in residents' parking spaces.

The exemption does not entitle the holder to park permanently at their own place of business or in its vicinity.

The parking duration for craft businesses is unlimited, for social services it is limited to two hours.

A maximum of five vehicles may be specified for an exemption permit, whereby the original exemption permit may only be used for one vehicle. If several vehicles are used at the same time, an additional parking permit must be applied for each additional vehicle.

The vehicles must have clearly legible company lettering on both sides of the vehicle. The application must be accompanied by photos showing both the registration number and the lettering on the vehicle. (If necessary, a demonstration can also be arranged).

The condition of the vehicles must be suitable for the service to be provided. Private vehicles are excluded from a special permit.

The validity of a permit is limited to one year.

Exemption permits/parking permits can be applied for a municipality, one or more administrative districts or for the whole of NRW.

Exemption permits for tradespeople in resident parking areas:

Tradespeople who have their businesses in resident parking areas, but are not residents and do not have their own parking space, are often dependent on a parking space near the business in order to carry out their profession. For this reason, the person running the business can - following a case-by-case assessment - obtain a localized individual exemption permit for parking in the residents' parking area at their place of business, provided that business trips are made regularly. The sole journeys to and from the place of residence do not meet the criteria. No exemptions can be granted for employees' vehicles.

• Vehicle registration certificate or registration certificate part I
• Photos of the vehicles showing the license plate number and company lettering (on both long sides of the vehicle)
• Proof for the company: trade card / business card / business registration / registration as a care service

Carrying out repair or assembly work and special service or workshop vehicles required for this purpose or transportation of heavy/extensive material.

There are no requirements for care services.

• Craft businesses, outpatient social services and tradespeople can apply for an exceptional parking permit to make it easier to find a parking space if certain conditions are met.
• In addition to local parking permits, you can also apply for a multi-territory permit (for individual administrative districts or for the whole of North Rhine-Westphalia).
• Exemption permits are generally valid for one year.
• The road traffic authorities of the districts and independent cities are responsible.
