As a blind person in North Rhine-Westphalia (NRW), you are entitled to the following monthly amount of blindness benefit:
- Children and young people: 383.37 euros
- Adults under 60 years of age: 765.43 euros
- Adults over 60 years of age: 473.00 euros
You receive this benefit regardless of income and assets.
If you are 60 years or older, you can receive the difference of 407.28 euros as supplementary assistance for the blind in accordance with SGB XII.
A separate application is required for assistance for the blind.
Your allowance for the blind if you live in a care home:
If you live in an inpatient or similar facility or in a care home and the costs are covered in whole or in part by public funds, your allowance for the blind may be reduced under certain conditions.
If you are 18 years of age or older and you receive benefits from the long-term care insurance fund, private long-term care insurance or the allowance for home care, day, night or short-term care, your allowance for the blind will be reduced each month:
- 179.28 euros (care grade 2)
- by 166.17 euros (care grades 3 to 5)
- Personal data with the addition of corresponding proof upon request (usually identity card or passport or residence permit)
- Proof of blindness (at least one certificate required):
- Specialist medical certificate of blindness
- Decision on the severely disabled person's pass with the mark Bl (blind) or Tbl (deaf-blind)
- If applying for minors: Declaration of intent from the legal representative (if you are a legal guardian)
- If supported by a third party: Power of attorney (if you ask a third party for help with the application)
- In the case of guardianship: guardianship certificate (if you have a legally appointed guardian)
- If you live in a home or care facility: proof of residence (if you live in a home or care facility), annex to the application, which you must have completed by the home or care facility.
- If a third-party account is specified: Third-party account declaration
- For claims against third parties: Proof of the claims
- If claiming or applying for benefits on the basis of other legal bases: Proof of benefits
- If there is a degree of care: notice of approval from the long-term care insurance fund, aid/welfare office of the social welfare office
You are considered blind if your better eye has no more than 2% vision or has an equivalent impairment.
You live in North Rhine-Westphalia.
You have additional expenses due to your blindness.
You can apply for blindness benefit from your local regional association (Landschaftsverband Rheinland, LVR or Landschaftsverband Westfalen-Lippe, LWL).
You can also submit your application for blindness benefit to your local authority, city council or district administration.
You will receive confirmation of receipt from the Landschaftsverband.
If necessary, you will be asked to submit additional documents.
You will receive a decision on your entitlement to blind person's allowance.
You must always inform the Landschaftsverband promptly of any changes in your personal and financial circumstances.
You cannot receive blindness benefit at the same time as assistance for people with severe visual impairment.
