The entitlement certificate for a reduced-price local public transport ticket is a voluntary service provided by the local authority for low-income residents. With the entitlement certificate, you can buy discounted single or season tickets for local public transport. You can obtain the tickets with the entitlement certificate and your ID document at the sales points of your public transport association.

The reduced-price local transport ticket offer is based on a voluntary decision and is therefore not available in all municipalities. You can obtain the entitlement certificate from your local job center or social welfare office.

  • Benefits according to the Asylum Seekers Benefits Act
  • War victims' welfare benefits in accordance with the Federal Pension Act

• You find out whether your city or municipality offers an entitlement certificate for a reduced local transport ticket and whether you meet the requirements.
• You submit an application with the relevant documents to the responsible office.
• Your details will be checked and the social pass will be issued.
• You will receive the eligibility certificate for a reduced fare ticket in person or by post.
• You buy a reduced fare ticket from your local public transport provider before you start your journey.
