Questions and answers on school law | Bildungsportal NRW (schulministerium.nrw)
At the end of the school year and usually at the end of the school semester or the corresponding training period, pupils receive a certificate of achievement or a certificate of school progress. Pupils who leave school receive
1. a leaving certificate if a qualification has been obtained after completing compulsory schooling at lower or upper secondary level,
2. a leaving certificate if they leave a school without a qualification after completing compulsory schooling,
3. a transfer certificate if you change schools within a school level; the qualifications and entitlements acquired must be noted on transfer certificates.
In addition to information on the level of performance, excused and unexcused absences are included in school reports and school career certificates, with the exception of final and leaving certificates. Statements on work and social behavior may also be included. The school conference establishes principles for the uniform handling of statements.
Following the decision of the report or promotion conference, further comments on special achievements and special personal commitment in extracurricular activities are included in reports and school career certificates. At the student's request, extracurricular activities, in particular voluntary work, may also be recognized. In final and leaving certificates, the comments also refer to the entire school career.
Report cards contain information on legal remedies, indicating the possibility of lodging an objection (e.g. against a non-promotion or final grade).
Certificates that have been destroyed or lost are generally replaced by a copy to be requested from the school. In exceptional cases, they can be replaced by a certificate from the higher school supervisory authority if the school has no or only incomplete certificate documents.
Pupils receive a school report at the end of the school year or the relevant stage of their education and when they leave the school. As a rule, half-year reports are also issued.
Certificates are used to assess performance and award qualifications or entitlements.
Pupils who leave school without a qualification receive a leaving certificate for the last school year attended.
