Pupils who are resident or ordinarily resident in North Rhine-Westphalia are entitled to reimbursement of school travel costs for attending the types of school specified in Section 97 (1) and (2) of the German School Act (SchulG).
The following are eligible for the transportation of pupils
1. public transportation,
2. suitable motor vehicles hired by the school authority from a reliable transport company or suitable motor vehicles belonging to the school authority (special school transport),
3. vehicles provided or hired by the parents or the pupil (private vehicles).
The school authority shall decide on the most economical form of transportation.
The school authority is responsible for the implementation of the transportation costs. When determining the approval period, the school authority may, among other things, make special arrangements for the period of school vacations, on the occasion of a change of residence or school and in the event of early departure from school.
As part of their duty to provide information and advice, schools should inform pupils and their parents in detail about their eligibility to apply and the cut-off periods in accordance with the procedure laid down by the school authority each year before the start of the grant period.
- Completed application with proof of the school attended
- If necessary, certificates/health certificates of the child
- If necessary, completed questionnaire for parents (self-disclosure, driver's license, vehicle, working hours, if applicable, certificates).
Application by the parents or the adult pupil to the school authority (usually via the school secretariat).
- Apply to the school authority for reimbursement of travel costs. As a rule, the relevant forms are provided by the school secretariat.
If there is an entitlement:
- School season tickets: The parents or the pupil of full age buy the ticket and are reimbursed the amount afterwards on application.
- Pupil ticket according to § 2 para. § SchfkVO: The ticket is usually issued by the school. The parents or the pupil of full age pay their own contribution. The specific delivery and reimbursement procedure should be communicated via the respective school.
- Special school transport: No costs are incurred.
- Transportation in a private vehicle with distance compensation: The parents or the pupil of full age pay in advance and are reimbursed the distance allowance afterwards.
Commuting pupils who are resident in NRW and attend schools in a neighboring country:
The municipality of residence pays the corresponding travel costs to the pupil.
For pupils with disabilities traveling home from home schools outside NRW:
The application must be submitted to the municipality of the parents' main place of residence.
For vocational school students in split professions who attend specialized classes outside NRW:
The district government in whose district the pupil was originally required to attend vocational school decides on the application.
For unemployed young people who are required to attend vocational school and who continue to attend school after completing their full-time compulsory education:
The application for reimbursement of travel costs must be submitted to the school authority of the school attended.
