This regulation applies to pupils who are resident in North Rhine-Westphalia. It applies to pupils at general education schools, special schools, schools for the sick or full-time vocational colleges.

Under certain conditions, the school authority will reimburse the most cost-effective form of transportation to the nearest school and back. As a rule, transportation by public transport is considered the most cost-effective form of transportation.

Travel costs are reimbursed regardless of the length of the journey to school if it is particularly dangerous or unsuitable for pupils due to local conditions.

In justified exceptional cases, school transportation costs may also be covered:

• if the nearest school is outside North Rhine-Westphalia,
• if there is no suitable schooling option in North Rhine-Westphalia for pupils with a need for special educational support and pupils attending a vocational school,
• for unemployed vocational school students.

If transportation in a private vehicle belonging to the parents or another suitable carpooling option is not possible, a distance allowance up to the amount of the actual costs incurred for transporting a pupil by cab or rental car may be paid in exceptional cases for which special reasons are given. The reimbursement must be applied for.

• Proof of the school attended
• Further proof depending on the exceptional case.
• If necessary, certificates/health certificates of the child
• If necessary, completed questionnaire for parents (self-disclosure, driver's license, vehicle, working hours, if applicable, certificates/attestations).

An exceptional case exists (individual examination necessary).

• The child has a physical or mental disability
• Transportation by public transport, special school transport, private vehicle or carpooling is ruled out
• Distance compensation in the amount of the actual costs incurred for the transportation of a pupil by cab or rental car
• Regardless of the length of the journey to school, travel costs are incurred if the journey to school is dangerous.
