If pupils have to use another means of transport (e.g. private car) for reasons other than temporary health reasons or due to a mental or physical disability, the school authority must reimburse the costs incurred. Under certain circumstances (in exceptional cases with special justification), special transportation (special school transport) can be applied for.

Normally, a maximum of 100 euros per month is reimbursed for school transport costs. Severely disabled pupils and pupils with a need for special educational support are exempt from this regulation. In the case of a mental or physical disability, the travel costs for an accompanying person can be covered under certain conditions. This also applies to journeys that the accompanying person has to make alone (empty journeys).

Proof must be provided by submitting a medical certificate or, in special cases of doubt, a medical certificate from a school doctor or public health officer in accordance with § 43 Para. 2 Sentence 2 SchulG.

For pupils with a need for special educational support, the nearest school is, on the basis of the place of support chosen by the parents, the school corresponding to the identified focus of support and proposed by the school supervisory authority

a) general school at which a joint learning program has been established, or

b) special school,

which can be reached at the lowest cost and in a reasonable amount of time and whose attendance is not prevented by school organizational reasons.

In the case of targeted support, it is the nearest suggested general school of the type of school chosen by the parents or the nearest suggested special school in the area of the type of school chosen by the parents. Sentences 1 and 2 apply accordingly if the school supervisory authority, in accordance with Section 20 (4) of the NRW School Act, determines a different place of support in deviation from the parents' choice.

Pupils with a mental or physical disability cannot reasonably be expected to use public transportation if a corresponding vehicle is used.

If transportation with a private vehicle of the parents obliged to provide transportation or another suitable means of transportation is not possible, a distance allowance up to the amount of the actual costs incurred for the transportation of a pupil by cab or rental car may be paid in specially justified exceptional cases.

In particularly justified exceptional cases, if there is no appropriate schooling option in the state for pupils with a need for special educational support and pupils attending a vocational school, the state may cover the cost of transportation for pupils.

• Completed application with proof of the school attended
• If necessary, medical certificates/health certificates of the child (unless the need for transportation is obvious)
• In special cases of doubt: school medical certificate or official medical certificate
• If necessary, completed questionnaire for parents (self-disclosure, driver's license, vehicle, working hours, if applicable, certificates/attestations).

• Disability or illness (longer than 8 weeks) that prevents the pupil from using public transportation
• Pupils with an identified need for special educational support who attend a general school or a special school, including the special school kindergarten, and for
• severely disabled pupils within the meaning of the German Social Security Code IX.
• The assumption of the full cab or rental car costs is at the discretion of the school authority. It is limited to special exceptions (e.g. transportation of physically or mentally disabled children).
