School travel costs are covered for pupils living in North Rhine-Westphalia who attend a school in North Rhine-Westphalia and for whom there is an entitlement under the School Travel Costs Ordinance.

The Pupil Travel Costs Ordinance and the principle of the school authority of the school attended covering the necessary pupil travel costs applies to pupils who are resident in North Rhine-Westphalia. It applies to pupils attending general education schools, special schools, schools for the sick or full-time vocational colleges.

The school authority reimburses the most cost-effective form of transportation to and from the nearest school on the basis of the regulations of the Pupil Transportation Costs Ordinance. As a rule, transportation by public transport is considered the most cost-effective form of transportation.

Travel costs are reimbursed if the one-way journey to school (on foot) for primary school pupils is more than

- primary school pupils more than 2 km,

- more than 3.5 km for lower secondary level and year 10 of the eight-year grammar school,

- and upper secondary level more than 5 km.

The respective school authority is not obliged to provide transportation, but is obliged to cover the costs of transportation if certain conditions are met. As a rule, transportation costs to the nearest school are reimbursed.

In the case of transportation by public transport, student travel costs are only those costs that are necessary for the cheapest transport connection between home, school and the place of instruction.

If transportation by public transport is not possible or more uneconomical than the provision of special school transport or if the use of such transport is not reasonable, school travel costs are only the costs necessarily incurred for transportation by special school transport. The provision of special school transport is at the discretion of the school authority. There are no costs for the parents or the adult pupil,

If transportation by public transport or special school transport is not possible or if the use of this means of transport is not reasonable, the school authority shall bear the costs of transportation by private vehicle (including cabs and rental cars), provided that regular school attendance is only guaranteed by this type of transportation.

The distance allowance per kilometer for the necessary use of a

1. passenger car 0.13 Euro

2. other motor vehicle 0.05 Euro

3. a bicycle 0.03 euros.

There are also special cases:

If transportation with a private vehicle of the parents obliged to provide transportation or another suitable means of transportation is not possible, in exceptional cases (due to a mental or physical disability) a distance allowance amounting to the actual costs incurred for the transportation of a pupil by cab or rental car may be paid.

- Regardless of the length of the journey to school, travel costs are necessary if the pupil has to use a means of transport not only temporarily for health reasons or due to a mental or physical disability.

Kosten

The school authority will pay a maximum of 100 euros of the student's travel costs per month. You are responsible for any additional costs. Pupils in district specialist classes and inter-district specialist classes will have their travel costs covered up to a maximum of 50 euros if they exceed a personal contribution of 50 euros per month. Other regulations apply for severely disabled pupils and pupils who require special educational support. If the school authority sets up a special school transport service, you will not incur any additional costs. This covers the cost of school travel. If the school authority provides school tickets that also entitle the holder to use other local public transport services in addition to the school journey, it can set a personal contribution of up to 14 euros per month of transport to be borne by the parents or the adult pupil. Parents with more than one eligible child may only be charged co-payments for two children in order of age, for the second child only up to 7 euros per month of transportation.

Frist

The approval period is usually the school year. If possible, submit the application for reimbursement of travel costs to the school authority before the start of the school year. Subsequent assumption (reimbursement) of school travel costs is only possible if the application is submitted no later than three months after the end of the school year. Reimbursement cannot be applied for if the school authority or the transport company has provided tickets for public transport. In some municipalities, the approval period is automatically extended if the eligibility requirements (relocation, change of school) do not change. Hinweise

In particularly justified exceptional cases, if the nearest school is located outside the state or if there is no suitable schooling option in the state for pupils with special educational needs and pupils in the vocational school course, as well as for unemployed persons required to attend vocational school, the state may cover school travel costs.

Without a maximum amount limit, but if necessary reduced by the own contribution determined by the school authority, school travel costs are covered for

  • Pupils with an identified need for special educational support who attend a general school or a special school including the special school kindergarten and for
  • severely disabled pupils within the meaning of Social Code IX.

If transportation with a private vehicle of the parents obliged to provide transportation or another suitable ride is not possible, a distance allowance up to the amount of the actual costs incurred for the transportation of a pupil by cab or rental car can be paid in particularly justified exceptional cases.
