The management plan describes the water body and evaluates the fish population. Appropriate provisions are made in the management plan, e.g. on the extent of fishing, the statistical recording of catches and the stocking level. The creation of a management plan is mandatory for certain waters.
The upper fisheries authorities at the district governments are responsible for the compulsory conservation plans; the lower fisheries authorities at the districts/district-free cities are responsible for the voluntary conservation plans.
The management plan is generally drawn up for a period of six years and must be submitted to the lower fisheries authority at least four months before the start of its term.
