The general type approval is generally issued to the manufacturer for vehicles to be manufactured or produced in series, following an inspection carried out at the manufacturer's expense.
An individual type approval (EBE) is always required if a vehicle has been manufactured individually or in small series production, if it is a self-designed vehicle or if it has been imported from abroad without EC type approval. Even a vehicle that has already been taken out of service, which has been deleted from the traffic register after seven years and is to receive a new registration, requires an individual type approval. The individual operating permit is issued by the local registration authority for an individual vehicle and is only valid for this vehicle.
For vehicles that do not belong to an approved type, the operating permit must be applied for. Unless it is expressly limited in time or withdrawn, the operating license remains valid until the vehicle is finally taken out of service. Section 19 (2) and (3) of the Road Traffic Licensing Regulations regulate when the operating license expires. If modifications are made which
1. the type of vehicle is changed,
2. a danger to road users is to be expected (technical defects) or
3. the exhaust or noise behavior is worsened,
the operating license expires.

A self-designed vehicle or the import of a vehicle that has never been homologated in the European Economic Area (EEC) is to be registered for use on public roads in Germany. The legally competent applicant is authorized to dispose of the vehicle or has been commissioned by the authorized person.
The legally competent applicant provides proof of his right to dispose of the vehicle or his authorization to do so. They apply to the local registration authority for registration of their vehicle for use on public roads. Provided all documents have been submitted, the registration authority registers the vehicle, assigns it a license plate number and issues the registration certificates Part I and Part II. Once the license plates have been stamped, the registration process is complete.
For vehicles, especially mopeds with a type approval from the Motor Vehicle Technical Office of the GDR (KTA), you can also obtain replacement documents from the Federal Motor Transport Authority.
