To be recognized as a state-approved expert for fire protection testing, you must have passed a comprehensive examination at the NRW Chamber of Engineers or the NRW Chamber of Architects to prove that, in addition to many years of professional experience, you have special expertise in fire protection planning, structural fire protection, building material technology, fire prevention and calculation methods.

As a state-recognized expert for fire protection testing, you are entitled to draw up a fire protection concept in accordance with Section 9 of the Ordinance on Structural Testing (BauPrüfVO).

According to § 54 Para. 3 BauO NRW 2018, you may also publicly appointed and sworn experts for preventive fire protection The vast majority of this group of persons are appointed by the chambers of industry and commerce.

In accordance with Section 54 (4) BauO NRW 2018, a qualified structural engineer is a person who is registered as a member of a chamber of architects or chamber of engineers in the list of qualified structural engineers maintained by the NRW Chamber of Architects or the NRW Chamber of Engineers. Persons who can prove that they have a professionally qualifying university degree in architecture, structural engineering or civil engineering as well as at least three years of professional experience in structural planning are registered. Furthermore, a decree of the state of North Rhine-Westphalia regulates how proof of three years of professional experience is to be provided.

Persons who are already registered on such a list in the field of structural stability/structural planning in another federal state and are also members of a chamber of engineers or chamber of architects do not require additional registration in NRW.

Since 01.01.2019, the Chamber of Engineers-Bau NRW and the Chamber of Architects NRW have been issuing corresponding certificates for NRW for authorized members of the respective other state chambers.

State-recognized expert for fire protection testing:

• Application form
• Curriculum vitae with full details of professional career up to the time of application/proof of professional experience
• Proof of membership in the IK-Bau NRW or AK NW or a chamber of engineers or architects in another state where there is no comparable recognition procedure
• a certified copy of the certificates of completion of the professional training
• a certificate of good conduct for submission to an authority in accordance with Section 30 (5) of the Federal Central Register Act (BRZG), which should not be older than three months (to be applied for at the residents' registration office) or an equivalent document from a member state of the European Union, in each case in the original
• a declaration pursuant to Section 3 (5) sentences 1 and 2 SV-VO that, in exercising the professional activity, neither own production, trading or supply interests are pursued nor are third-party interests of this kind represented that are directly or indirectly related to the professional activity
• Proof of personal responsibility in accordance with Section 3 (5) sentences 3 and 4 SV-VO
• Proof of at least five years of professional experience in the fire protection planning and execution of structural systems by submitting
• a list of objects in which the most important fire protection concepts drawn up in the last five years are listed
• at least three sophisticated fire protection concepts for different special buildings from the above-mentioned property list, including the necessary planning documents, which have been prepared by the applicant him/herself
• or proof of at least five years of professional experience in the fire protection testing and monitoring of structural systems by submitting
• a list of objects in which the most important fire protection concepts tested in the last five years are listed.

At least three sophisticated fire protection concepts for different special buildings from the above-mentioned list of objects, including the test reports as well as the tested fire protection concepts and planning documents that have been tested by the applicant.

Publicly appointed and sworn experts for preventive fire protection:

Qualified structural engineer:

• Application
• Proof of membership in a Chamber of Engineers or Chamber of Architects
• Proof of successfully completed studies in the field of architecture, structural engineering or civil engineering
• Proof of at least three years of professional experience in structural design
• Proof of at least three years of professional experience in structural engineering planning by means of a list of at least three and a maximum of six projects demonstrating practical experience in structural engineering planning within the last six years before the application is submitted
• Proof of liability insurance.

State-recognized expert for fire protection testing:

You will be recognized if you

1. have at least five years of professional experience in fire protection planning and implementation or the testing and monitoring of structural systems, in particular special buildings,

2. have knowledge of building material technology, in particular the fire behavior of building products,

3. have basic knowledge in the field of fire protection,

4. have special knowledge of the legal principles of preventive structural fire protection and the generally recognized rules of technology, insofar as they result in requirements for preventive structural fire protection,

5. have knowledge of the verification procedures and calculation methods used in the field of preventive structural fire protection and of fire scenario processes,

6. have knowledge of the application of technical fire protection measures and their effects on structural fire protection,

7. are a member of the NRW Chamber of Architects or the NRW Chamber of Civil Engineers,

8. are reliable,

9. work autonomously and independently and

10. have a good command of written and spoken German.

Publicly appointed and sworn experts for preventive fire protection:

Qualified structural engineer:

You will be registered if you

1. are a member of a chamber of engineers or architects,

2. have a professionally qualifying university degree in architecture, structural engineering or civil engineering,

3. have at least three years of professional experience in structural engineering and

4. have sufficient knowledge of the German language, which must be demonstrated in an appropriate manner if required.

State-recognized expert for fire safety testing:

• You can apply for recognition as a state-recognized expert for fire safety testing in writing or electronically.
• Once you have submitted the application, the relevant chamber will check whether the requirements for recognition have been met.
• The examination board decides on admission to the examination. The examination consists of a written and an oral part.

Qualified structural engineer:

• You can apply for entry in the list in writing or electronically.
• Once you have submitted the application, the relevant chamber will check that the requirements for recognition have been met.
• If necessary, you will be asked to submit additional documents.
• Otherwise, a legally enforceable decision on entry in the list will be issued.

• Fire protection concepts for structural systems are prepared by state-recognized experts for fire protection testing, by publicly appointed and sworn experts for preventive fire protection in accordance with Section 36 of the German Industrial Code in the version published on 22 February 1999 (BGBl. I p. 202), as amended.
• Stability certificates for structural systems are prepared by persons with a professionally qualifying university degree in architecture, structural engineering or civil engineering with at least three years of professional experience in structural design who are registered as a member of a chamber of architects in a list to be maintained by the Chamber of Architects of North Rhine-Westphalia or as a member of a chamber of engineers in a list to be maintained by the Chamber of Engineers of North Rhine-Westphalia (qualified structural engineer).

Public appointment and swearing-in of experts for preventive fire protection

• With regard to the list of authorized experts for structural verification (proof of stability, proof of fire protection or fire protection concept, proof of sound and thermal insulation), the authorization to submit building documents in accordance with Section 67 (3) and (from 1.1.2024) (4a) BauO NRW 2018 the authorization to prepare structural verification (Section 68 BauO NRW 2018) is generally included.
• A separate list is not kept in NRW.
