§ Section 27 BauPrüfVO

If you are recognized as a test engineer for structural analysis, the building supervisory authorities can assign you the task of checking the stability certificates in the building permit procedure.

You can only apply for recognition as a test engineer for structural analysis if you are already a state-recognized expert for the testing of structural stability or a state-recognized expert for the testing of structural stability and are also recognized as a state-recognized expert for sound and thermal insulation by the North Rhine-Westphalia Chamber of Civil Engineers.

Recognition is granted for the following disciplines:

• Solid construction
• metal construction
• timber construction

Recognition expires on reaching the age of 70.

• Indication of the specialty or specialties for which recognition is requested.
• Details of the establishment
• Curriculum vitae with full details of professional career up to the date of application
• Proof that, in the event of recognition, liability insurance with minimum cover of 500,000 euros for personal injury and 250,000 euros for property damage and financial loss is in place
• Copies of the certificates issued by the NRW Chamber of Engineers for recognition as a state-approved expert or state-approved expert for the examination of stability and for recognition as a state-approved expert or state-approved expert for noise and heat insulation

• Notification of the Chamber of Engineers-Bau NRW on the recognition as a state-approved expert or state-approved expert for the examination of stability in the requested disciplines
• Recognition as a state-approved expert or state-approved expert for sound and heat insulation
• Proof of sufficient liability insurance

• Application with the required application documents
• Review of the application documents and examination of the recognition requirements by the recognition authority (additional requirements if necessary)
• Decision on recognition for the requested specializations
• Presentation of certificate / declaration of commitment

The application documents can also be submitted electronically.

• Structural engineers can be assigned the task of checking stability certificates in the building permit procedure (transfer of inspection by the relevant building supervisory authority)
• Responsible for the recognition of test engineers for structural analysis: Ministry for Regional Identity, Communities and Local Government, Building and Gender Equality of the State of North Rhine-Westphalia (MHKBG NRW)
• Eligible to apply are state-approved experts for structural stability testing who are also recognized as state-approved experts for sound and thermal insulation
• An application is required for recognition
• Possible specializations: Solid construction, metal construction, timber construction
• The recognition procedure is subject to a fee
• the MHKBG NRW maintains a list of test engineers for structural analysis
