The Juleica can be obtained by anyone who works as a youth leader in extracurricular child and youth work at a youth association belonging to the Hessian Youth Council, for a provider of independent youth welfare recognized according to § 75 of the Children and Youth Welfare Act or for a provider of public youth welfare.
An electronic passport photo. This must be attached to the online application in the specified form.
Otherwise, the online application procedure does not provide for the possibility of attaching certificates or evidence in electronic form to the application. These are to be made available to the independent or public carrier in an appropriate manner in the event of inquiries in accordance with the Directive.
The issuance of the Youth Leader Card serves the statutory mandate to support voluntary work (§ 73 SGB VIII) and is therefore in the public interest. Therefore, no fee is charged for the exhibition.
In principle, there are no deadlines to be observed when submitting an application.
If a follow-up application is submitted, this must be made within a period of 3 years after expiry of the card.
Since 01.12.2009, Juleica can only be applied for via an online portal (www.juleica.de) in Hesse. The youth leader fills out the online form and selects the institution for which he/she works (on a voluntary basis). The assignment to the youth welfare office responsible for the allocation of the Juleica takes place automatically in the system.
