A non-medical practitioner is anyone who practices medicine professionally without being called a doctor. The practice of medicine is any professional or commercial activity for the detection, healing or alleviation of diseases, ailments or bodily injuries in people, even if it is carried out in the service of others. In addition, the activity must require medical expertise and must not be able to cause any damage to health.
If you want to work as a non-medical practitioner to practice medicine, you need a permit.
- Identity card or passport
- If a passport is presented, additional registration certificate from the registration office responsible for the main residence
- Proof of a school leaving certificate (at least lower secondary school leaving certificate)
- Birth certificate or birth certificate, in case of name change a corresponding certificate
- Official certificate of good conduct, which must not be issued earlier than 3 months before presentation
- Medical certificate of medical fitness for the exercise of the non-medical practitioner profession, which must not be issued earlier than 3 months before submission
- Curriculum vitae
- Statement as to whether judicial criminal proceedings or public prosecutor's investigation are pending
- An explanation of unsuccessful attempts at verification (if applicable to you).
- You must be at least 25 years of age,
- can prove at least a completed primary school education (at least the Hauptschulabschluss),
- be morally reliable,
- be fit to practise the profession from the point of view of health,
- and you must prove when checking your knowledge and skills by the health authority that the practice of medicine by you would not pose a risk to the health of the population or to the patients visiting him.
The permission entitles you to use the professional title "Heilpraktikerin" or "Heilpraktiker".
The non-medical practitioner's license may not be restricted to individual areas. The only exceptions to this are currently the restriction of the non-medical practitioner's license to the field of psychotherapy, physiotherapy and speech therapy.
The granting of the medical license is a fee-based service.
In the review procedure, the following fees are charged:
- Written inspection 240,00 Euro,
- Oral examination 164,00 Euro as well as
- Examination according to file situation 80,00 Euro - 180,00 Euro.
For the permission to practice medicine without appointment according to § 2 Abs. 1 Heilpraktikergesetz a fee of 250.00 Euro is due.

Neither medical training nor a professional examination is required for admission to practice the non-medical practitioner profession. Rather, the review extends to whether the applicant possesses so much medical knowledge and skills that the practice of medicine by him does not become a danger to the health of the population.

- when checking the knowledge and skills by the health authority, it must be demonstrated that the practice of medicine by the applicant would not pose a risk to the health of the population or to the patients visiting him.
