If your driving licence has been lost (loss or theft) or destroyed, you are obliged to report the loss immediately (i.e. without culpable delay) and to obtain a replacement document. This only does not apply if you renounce your driving licence.
Responsibilities
The replacement issue of the driving licence is carried out by the driving licence office responsible for your place of residence.
At the applicant's expense, the driving licence authority must ensure that the applicant holds the corresponding driving licence by obtaining information from the ZFER and the VZR. If the data of the person concerned has not yet been recorded in the ZFER, the information pursuant to § 76 para. 12 FeV from the local driving licence register.
Relocation in the meantime
If you have moved in the meantime, please clarify with the driving licence authority responsible for your current place of residence whether they should obtain the information from the authority formerly issuing the driving licence themselves or whether the information (index card copy) should be requested by you.
Non-EU driving licence
If a person with a foreign EU driving licence has transferred his residence to the Federal Republic of Germany, the Member State of residence and thus the driving licence authority of your place of residence is responsible for issuing a replacement driving licence in application of Article 8(5) of the 2nd EU Driving Licence Directive.
Before issuing the replacement driving licence, the driving licence authority responsible for your place of residence is expressly obliged to obtain information about the relevant driving licence from the foreign register. The information is free of charge.
