Responsible for school transport are the municipalities that are school authorities, i.e. the district-free cities and the rural districts. They are responsible for the pupils living in their area.
Pupils in primary school and middle school (lower secondary level) are entitled to reimbursement of travel expenses; this usually includes the first year of vocational school (elementary level). Pupils of the upper school (upper secondary level) are not entitled to pupil transport.
A cost assumption for the school transport is only considered with a minimum length of the way to school: The way to school of primary school pupils must be over 2 kilometres long, for pupils from grade 5 onwards this must have a length of over 3 kilometres. Only if the way to school poses a particular risk or if the pupil is disabled can costs be reimbursed for a shorter distance.
As a rule, the school authority has to handle the school transport via local public transport.
The costs for the way from the apartment to the responsible school are reimbursed. For secondary school students, the costs for the way to school to the nearest school, where the desired diploma can be achieved at the end of the middle school, are reimbursed. If the parents decide to attend a school other than the responsible or nearest school, a maximum of the costs that would have been incurred if they had attended the responsible or nearest school will be reimbursed.
