Day-care facilities for children (day care facilities for children) are crèches for children up to the age of three, kindergartens for children from the age of three until they start school, crèches for school-age children and multi-age day care facilities for children, § 25 Hessisches Kinder- und Jugendhilfegesetzbuch (HKJGB).
Day care facilities should promote the development of the child into an independent and community-oriented personality, support and supplement the upbringing and education in the family and help the parents to better reconcile employment and child rearing, § 22 Eighth Book of the Social Code (SGB VIII).
Children from the age of one are entitled to early childhood support in a day care facility or in child day care, § 24 Eighth Book of the Social Code (SGB VIII).
The parental contributions are determined by the respective institutions (municipality, churches, etc.) and can therefore vary. According to § 90.3 SGB VIII, the local youth welfare office pays part or all of the contributions if the burden is not reasonable for the parents.
From 1.8.2018, the state of Hesse promotes the exemption from contributions for attending kindergarten in the amount of six hours. If municipalities participate in this state funding, they are obliged to exempt all children in the municipality who attend kindergarten or a cross-age group between the ages of 3 and school entry from the cost and participation fee for six hours a day. In principle, the exemption from contributions appliesto all day-care centres run by local and independent organisations.
If the municipality introduces the extended exemption from contributions, parents do not have to do anything to benefit from the exemption from contributions. In this respect, the municipalities that make use of state funding do not charge any contributions for a care time of up to six hours a day and they ensure that the non-profit and other providers of day-care centres also exempt day-care centres in their area accordingly.
