On the basis of the school fees ordinance, the state of Hesse pays the school fees in state and state-recognized training institutions that are not operated by a hospital for training in the healthcare professions regulated by federal law. This means that the following professions are currently eligible for school fees in Hesse:
- Occupational therapists
- Physiotherapists and physiotherapists
- PTA
- Podiatrists and podologists
- Masseurs and masseuses
- Speech therapists and speech therapists
The ordinance also mentions the professions of "dietary assistants", "MTAs", "orthoptists" and "OTAs/ATAs". However, the training centers for these professions in Hesse are operated (and financed) by a hospital, which means that the school fees are not covered here. The school fees ordinance is limited until 31.12.2027.
The school fees will be paid for all trainees who are in training as of 01.08.2020 (training places filled) - retroactively from this date - and who start their training from or after 01.08.2020.

The application must be submitted for each training course for each training year and should be received no later than three months after the start of the respective training year. The application must state the number of training places filled and the amount of school fees charged by a trainee as of 01.08.2019 in the first year of training at the respective training institution. The application serves to provisionally determine the total amount of fees to be paid for the respective training year (see Schulgeld-VO). The provider of the training center receives a notification with the provisional determination of the total amount of fees to be paid. A list of pupils in Excel format must be enclosed with each application. The template for this Excel student list is available for download on the online application page. It is limited by the number of students specified as the maximum limit by the state approval of the training center. In addition, a teacher-student ratio of 1:20 must be observed. A copy of the training contracts concluded for each new training year must be attached to the application.
All changes during the year (e.g. terminations, course changes, training extensions) that affect the payment of school fees must be notified within one month of entry (see School Fees Ordinance).
Please note the deadline of one month after the end of the respective training year for submitting the current number of training places in accordance with the Schulgeld-VO. In accordance with this regulation, a current list of students must be submitted by e-mail for each year group so that the final total amount can be determined. This is used to settle the accounts for the respective class for the respective training year and thus the notification of the final determination of the total amount.
