The state of Hesse reimburses micro and small enterprises (20 or fewer employees) a flat-rate share of the wages to be continued to be paid for the period of the leave of absence for participation in political education and professional development events.
Hessian employees can claim their entitlement to educational leave for training courses on political education and professional development.
Training courses on political education are intended to enable employees to recognize their position in the company and society as well as social contexts and pursue the goal of improving their understanding of social and political contexts in order to promote the participation in the state, society and the company that is desirable in a democratic community.
Further vocational training courses are intended to enable employees to maintain, improve or expand their professional qualifications and at the same time provide them with a not inconsiderable amount of knowledge of social contexts so that they can recognize their place in the company or society.
The state of Hesse reimburses employers with 20 or fewer permanent employees for half of the actual salary paid for participation in a political education event recognized by the Hessian Ministry for Social Affairs and Integration as well as further vocational training for the period of leave (excluding voluntarily granted allowances and special payments such as capital-forming benefits, vacation and Christmas bonuses, etc.).

The State of Hesse reimburses employers with 20 or fewer permanent employees for participation in a political education event recognized by the Hessian Ministry for Social Affairs and Integration as well as for continuing vocational training for the period of the leave of absence half of the actual salary paid (excluding voluntarily granted allowances and special payments such as capital-forming benefits, vacation and Christmas bonuses).
When determining the number of permanent employees, part-time employees with a regular weekly working time of no more than 20 hours are to be taken into account with 0.5 and no more than 30 hours with 0.75. No reimbursement is paid for corporations, institutions and foundations under public law as well as associations, institutions or companies whose share capital or nominal capital is maintained directly from public funds.
An application for reimbursement of wage costs must be submitted to the Kassel Regional Council within twelve months of completion of the training event.
