If you are not resident in Germany or are a member of the diplomatic corps, you can apply for a foreigner's fishing license or have it extended even without proof of having passed a fishing examination.
If you want to fish in Hessen, you must have a valid fishing license and carry it with you. An exception is the so-called foreigner's fishing license, which is issued for three consecutive months.
Without proof of having passed a fishing examination, you can be issued or extended a foreigner's fishing license on application if you are not resident in Germany or are a member of the diplomatic corps and you can prove your expertise by presenting a foreign fishing license or fishing permit.
