If you wish to set up, operate or make certain changes to a filling station, you must apply for a permit from the competent authority.
Filling stations are fixed installations or installations permanently used at the same location with a handling capacity of more than 1000 liters per hour. Filling stations are used to fill transport containers with flammable liquids. This is a facility that requires monitoring.
You require a permit from the competent authority if you:
- wish to set up and operate a filling station
- wish to make changes to the design or mode of operation that affect the safety of the system.
Permission may be granted subject to the following restrictions:
- limited,
- limited in time,
- subject to conditions or
- with conditions.
If the installation requiring a permit is part of an installation requiring a permit, no separate permit will be issued. The authorization includes the permit.

- The test report must confirm that the system can be operated safely if the specified measures are complied with.
- The facility for which you are applying for a permit must be a facility requiring a permit.
- You must construct and operate filling stations in accordance with the state of the art.
- Your documentation must be complete, plausible and meaningful.
- The test report from the approved inspection body (ZÜS) must confirm that the system applied for can be operated safely if the measures specified in the documents, including the tests, are complied with.
- Submit the application for approval of the system requiring monitoring with the required documents including the test report from the approved monitoring body (ZÜS) to the responsible authority.
- If a permit is required in accordance with the Federal Immission Control Act, you will receive the application documents back, as a permit in accordance with the Industrial Safety Ordinance will then also be checked as part of the necessary permit in accordance with the Federal Immission Control Act.
- The competent authority will make its decision after examination and inform you.
The permit expires if:
- you have not commenced construction of the installation within two years of the permit being issued,
- you have interrupted the construction of the installation for two years or longer or
- you have not operated the installation for a period of three years.
You can apply to the licensing authority for an extension of the deadlines for important reasons.

Appeal:
- You can appeal against the decision within one month of notification.
- You must submit the appeal to the competent authority in writing or for the record.
- Construction and operation of an installation requiring monitoring in accordance with the Ordinance on Industrial Safety and Health Authorization of filling stations
- A filling station is a fixed installation or an installation permanently used at the same location with a handling capacity of more than 1000 liters per hour
