If you want to work at an airport in, you will need a background check to get access authorization.
If you work in or at the airport, in many cases you will need a background check before starting work. It is a prerequisite for obtaining access authorization. Once the background check and access authorization have been granted and you have completed the necessary training at the airport, you can obtain an airport ID card that allows you to move around the airport unaccompanied in security restricted areas.
The regulation applies to persons who are regularly entrusted with:
- Security
- clearance,
- transport,
- the control of air cargo as well as
- entering general security areas.
Security areas include:
- parts of an airport where screened passengers may be present shortly before their departure;
- parts of an airport where checked checked baggage is located or transited; and
- Areas of an airport where aircraft and other aircraft are parked - for boarding and disembarking, as well as for loading and unloading.
The scheme therefore also concerns:
- Pilots,
- student pilots,
- members of airport-based associations,
- student interns,
- suppliers of goods and comparable suppliers,
- traders and tradespeople as well as
- Employees of cleaning companies.
The purpose of the background check is to determine that you do not pose a threat to aviation safety.
The audit includes:
- Personal information,
- past periods of employment and training and a review of gaps over the past five years;
- your residences in the past ten years,
- the examination of criminal records, and
- Information from authorities.
The verification of the safety of civil aviation.
You must apply for a background check yourself through your employer and the airport operator. Your employer will cover the costs.
Obligation to cooperate: You are obliged to participate in your review. This can - as far as this is necessary in individual cases - also mean that you have to have a test for narcotics carried out on you, for example.
As a rule, you will be denied reliability if:
- you have been sentenced to imprisonment, a juvenile sentence or a fine of at least 60 daily rates for an intentional offence, or
- you have been sentenced to a lesser fine twice or more and the last sentence was less than five years ago,
- you have been sentenced to at least one year's imprisonment for a crime or other intentional offence and the last conviction was less than ten years ago;
- the Federal Office for the Protection of the Constitution has been monitoring you over the past ten years.
Nevertheless, each individual case is subject to an individual assessment.
The background check may be omitted if:
- an extended security check has been carried out for you in accordance with § 9 or § 10 of the Security Review Act or
- you only need one-time access to security areas at the airport and can therefore work with a day pass, for example, or
- You work exclusively in generally accessible areas of the airport.
General:
- a copy of the identity card on both sides, or
- Copy of passport

Special:
- for pilots and flight students:
- Confirmation from the flight school; for repeat checks: pilot license
- if you have been resident abroad for more than six months in the last five years:
- Certificate of impunity or European certificate of good conduct
- Proof of employment from the last 5 years (does not apply to pilots)
According to § 7 of the Aviation Security Act, the following persons may submit an application for a background check:
- persons who, in order to carry out a professional activity, are to be granted access not only occasionally to areas of the aerodrome area of a commercial airport which are not generally accessible,
- personnel of aerodrome and air carriers, air navigation service providers, cargo, mail and cleaning companies, suppliers of goods and similar suppliers who, by virtue of their activities, have a direct impact on air traffic safety;
- persons who are employed as temporary staff,
- pilots and student pilots,
- Members of airfield associations, student trainees.
A review is possible after recruitment by the company active in the security sector or as an applicant for a job. A preliminary check to improve their chances on the labour market is not possible, as the legislator has defined the group of persons conclusively.
The application must always be made through the employer (exception: private pilots and student pilots).
If you also need access authorization, apply for a background check via the airport operator. If you need the background check without access authorization, contact the aviation security authority directly.
- Complete and sign the background check application.
- You can obtain the form either from the airport operator's ID office, directly from your employer or on the Internet on the website of the Frankfurt am Main Police Headquarters, Aviation Security Authority.
- Your employer confirms the application with a signature.
- Attach the required documents to your application.
- Submit the application via the employer to the airport ID office if you need access authorization.
- If you only need the background check, submit the application directly to the aviation security authority via the employer.
- The airport operator will check whether your application is operationally necessary.
- The airport operator shall forward the application to the aviation security authority.
- The aviation security authority will check your application and thus your reliability. To do this, it may:
- verify your identity,
- obtain inquiries from the police enforcement and constitutional protection authorities of the Länder,
- Obtaining information from the Federal Central Register
- and obtain information
- at the Federal Criminal Police Office,
- law enforcement authorities,
- the Customs Criminal Investigation Office,
- the Federal Office for the Protection of the Constitution,
- the Federal Intelligence Service,
- the Military Counterintelligence Service,
- the Federal Commissioner for the Records of the State Security Service,
- aerodrome operators and air carriers;
- with the current employer as well as the employers of the past five years.
- for applicants who are not EU citizens, the authority can obtain information from the Central Register of Foreigners and - if necessary - make inquiries to the competent immigration authorities
- You are obliged to actively participate in your review.
- If doubts arise about your reliability during the check, you can comment on the information obtained.
- You will then be informed beforehand that your information must be true or that you can refuse to provide information.
- After the check, you will receive a notification from the aviation security authority.
- At the same time, your employer receives information about the decision.
- If you have also applied for access authorization, the airport operator will also receive information.
- The decision can be positive or negative.
- Your employer and the airport operator will only know the result of the audit, but not the previously gained information about you.
- If your application is rejected, you have the opportunity to file an objection
- After the decision, a fee notice is issued.
- Your employer will cover the costs of the background check, unless you submitted the application as a private pilot or student pilot.
- An established reliability can be revoked during its validity (5 years) if an authority gains new information about you and transmits it to the aviation security authority, e.g. in criminal proceedings.
- Before you start work at airports: Make sure you submit your application for review at least three months before you start work or training.
- Validity: 5 years
- Renewal request: Submit your renewal request at least 3 months before the end of the validity period.
- Change of personal information: If, after the background check, your name, employer or type of activity changes or you move, you must notify the aviation security authority within one month.
Contradiction.
An objection may be lodged against the decisions within one month of notification at the police headquarters in Frankfurt am Main in writing or for record. It is advisable to state the reasons for the objection and to make a specific application.
