The legal basis is the guideline for the promotion of gigabit coverage in the state of Hesse.
The aim of the funding is to set up WLAN hotspots for the first time and thereby improve the WLAN infrastructure in Hesse.
The Digital Village Linden funding program is designed to provide a grant for the installation of public WLAN hotspots in Hessian municipalities.
Local wireless networks (Wireless Local Area Network; WLAN) provide a wireless connection to the Internet. The availability of WLAN is becoming increasingly important, also in the municipal environment. Publicly accessible WLAN can, for example, promote tourism, contribute to neighborhood development or be used in the context of business development. For these reasons, the state of Hesse is funding WLAN hotspots from state funds to increase the nationwide coverage of WLAN hotspots.

- Implementation offer(s) by framework contract partner or a partner commissioned by the applicant
- You must not have started implementing the project yet.
- There must not yet be nationwide free WiFi coverage at the relevant funding location.
- Appropriate use must be guaranteed for a period of 36 months from the time the WLAN hotspot is put into operation. The WLAN hotspot equipped for the first time should be operated for at least this period.
- For WLAN locations that have already received funding for the initial installation of a WLAN hotspot under this guideline, renewed funding under this guideline is excluded even after the earmarking period has expired.
- Applicants may only be municipalities, associations of municipalities and other regional authorities. Companies organized under private law that are wholly owned by the public sector (100 percent) are also eligible to apply. They must meet the requirements of a "body governed by public law" in accordance with Directive 2014/24/EU of the European Parliament and of the Council of February 26, 2014 on public procurement and repealing Directive 2004/18/EC.
- You must submit the application to Wirtschafts- und Infrastrukturbank Hessen (Wiesbaden office) before the start of the project.
- The application will then be reviewed by the Wirtschafts- und Infrastrukturbank.
- If all funding requirements are met, the Wirtschafts- und Infrastrukturbank will issue a funding commitment.
After receipt of the grant notification, it can be contested before the competent administrative court within a period of four weeks.

Funding for the initial installation of public Wi-Fi hotspots in Hessian municipalities (initial infrastructure expenditure)
There is no nationwide free WLAN coverage
Project funding by way of pro rata financing as a non-repayable grant of up to 90% of eligible expenditure:
- For the initial installation of a Wi-Fi hotspot, up to an average of EUR 1,500 of the eligible expenditure is covered in relation to the number of Wi-Fi hotspots applied for in each application.
- A maximum of up to 40 WLAN hotspots in the area of a municipality and thus up to 60,000 euros (maximum funding amount) of the eligible initial set-up costs will be covered
The expenditure for the initial installation of Wi-Fi hotspots (initial infrastructure expenditure), which is incurred once for the entire duration of the earmarking period, is eligible for funding.
One-off expenses for the Wi-Fi infrastructure and Internet access (in particular expenses for the site inspection with site survey and illumination for dimensioning, cabling with power supply, expenses for the broadband connection, provision, installation and maintenance) are eligible for funding.
