If you, as the organizer, would like to hold a trade fair, exhibition, large-scale market, weekly market, annual market or special market (e.g. Christmas market), you must obtain a permit for the event.

In the context of the approval procedure, weekly, annual or special markets in particular are considered events.

• A weekly market is a regularly recurring, time-limited event at which a large number of vendors offer, for example, food and raw natural products.
• A specialty market is one at which certain goods are usually offered at regular intervals at a temporary event.
• All kinds of goods are offered at fairs. In general, fairs are events that recur regularly at longer intervals and are limited in time.
• If you as an organizer wish to offer a weekly, annual or special market, you must apply for a permit from the responsible authority. The permit means that you as the organizer are exempt from certain commercial obligations (e.g. travel fabric card, compliance with store closing times).
• Organizers are natural and legal persons. Cities also often act as organizers, mainly for weekly markets. If the market takes place in a public space, a special use permit is required. During the application process, the competent authority checks the applicant's reliability.

• Extract from the central trade register
• Certificate in tax matters from the tax office in the place where you have lived or operated a business in the past 3 years
• Negative certificate from the insolvency court of the local court in whose district you have had a place of residence or a commercial establishment in the past 3 years

If the event takes place in a public space:

In order for the event to be approved, you must

• prove your personal reliability and the reliability of the persons entrusted with the management of the event. This is checked on the basis of extracts from the Federal Central Register and the Central Trade Register.
• In addition, protection against danger to the lives and health of participants must be ensured.
• The event must not pose a threat to public safety and order.
  

The costs are based on the respective administrative fee schedule of the state or on the fee statutes of the authorities responsible under state law.

If you have submitted an informal application and all documents are complete, the competent authority will check whether you meet all the requirements for the granting of the requested event permit.

• Information that the informal application must contain:
  • Date of the event
  • venue
  • Opening hours
  • Event name, for example "Spring market"
  • Site plan with stalls, bird's eye view of access routes
  • Provisional list of participants with range of goods offered by participants
  • Blanket contract concluded between the organizer and traders
• If you meet all the requirements, approval will be granted.
  

As a rule, you will receive a decision within 3 months as long as there are no national regulations.

The application and all supporting documents must be received by the competent authority in good time before the start of the event.

• A special use permit is required for a public area
• If the event takes place on private property, the owner's permission is required
• The effect of the permit is that the organizer is exempt from some commercial obligations (e.g. travel fabric card, compliance with general store closing times and Sunday and public holiday rest in accordance with the Working Hours Act, i.e. Sunday sales are possible).
