If you cannot move alone in public because of a disability, then you can be exempted from the obligation to have an identity card.
If a supervisor has been appointed, he/she can also submit a written application for exemption from the ID requirement for the supervised person.
This applies in particular to permanently disabled persons who cannot move alone in public.

- Registered in the municipality with main residence

- cannot participate independently in public life
- have German citizenship
- responsible: identity card authority at the main residence of the applicant(s)
