If a supervisor has been appointed for you, you can be exempted from the obligation to have an identity card.

If a supervisor has been appointed for you on a permanent basis, you can be exempted from the ID requirement – i.e. from the obligation to have an identity card.
You can revoke the exemption at any time. To do this, it is sufficient to apply for an identity card or passport.

• if available: your old identity card or passport
• Proof of publicly appointed power of representation or the order of supervision, for example by means of a power of attorney or a supervisor ID card
• Identity card of the supervisor

• You must have German citizenship.
• You must be at least 16 years old.
• A supervisor has been appointed for you on a permanent basis.
• You must be registered in your municipality with your main residence.

You must apply in writing for exemption from the identification requirement.

• You complete the application for exemption from the ID requirement together with your supervisor or
• You have your supervisor fill out the application.
• You and the supervisor sign the application.
• They attach the necessary documents.
• You send the application and the documents to the competent identity card authority in your municipality or
• You and your supervisor go personally to the competent authority.
• The authority will issue you with an open-ended certificate stating that you are exempt from the ID requirement.
• If you apply in person, you will immediately receive confirmation of the exemption. If you apply in writing, the competent authority will send you the confirmation.

  • are permanently (not only temporarily) cared for or
  • be incapable of acting or giving consent and are represented by a publicly appointed representative or a publicly appointed representative
  • have German citizenship
• Responsible: identity card authority at the main residence of the applicant(s)

Responsibility lies with the passport and identity card authority (Lord Mayor and Mayor) or the Citizens' Office of the municipality of residence.
