The yellow gun ownership card allows sport shooters to purchase certain firearms and the associated ammunition.
With a gun ownership card for sport shooters, you can purchase the following firearms:
- Single-shot long guns with smooth and (or) rifled barrels
- Bolt-action long guns with rifled barrels
- Single-barrel single-shot handguns for cartridge ammunition
- Multi-shot handguns and long guns with primer ignition (percussion weapons)
The number of weapons that can be purchased is limited to a total of 10. As a general rule, you are not allowed to purchase more than 2 weapons within 6 months.

The general requirements for the issuance of weapons permits must be met. These are:
Minimum age
In principle, a minimum age of 25 years applies. By way of derogation, the following exceptions apply:
- A minimum age of 21 years applies to the first issuance of a firearms permit if you can present a positive expert opinion on mental suitability.
- A minimum age of 18 years applies to the issuance of a firearms permit for small-calibre weapons and shotguns.
Reliability
As a rule, applicants do not have the reliability of weapons law if, for example, they have been convicted of crimes in connection with the handling of weapons. The determination is usually made on the basis of information from the Federal Central Register, the Central Public Prosecutor's Register of Proceedings and by queries at the Hessian State Criminal Police Office and the State Office for the Protection of the Constitution of Hesse.
Personal Properties
A person is only personally fit if he or she is mentally and physically capable of handling weapons. This is not the case, for example, with alcohol or drug addiction. In the event of doubts as to the applicant's personal suitability, the authority is obliged to provide the applicant with a specialist medical or psychological report at his or her expense.
Ability
The applicant must have the necessary expertise. Competence is usually proven after a course at an authorised institution by taking an examination.
Need
The applicant must submit a certificate of need to acquire and possess a weapon from a recognized shooting sports association. The certificate must contain at least:
- You are a member of a shooting sports club that belongs to one of the following shooting sports associations:
- Association of Military and Police Shooters (BDMP) e. V.
- Deutscher Schützenbund e. V.
- German Shooting Sports Union e. V.
- Association of Reservists of the German Armed Forces
- Kyffhäuserbund e. V.
- Association of German Sport Shooters
- Association of the Historical German Rifle Brotherhood
- Bavarian Comrades and Soldiers' Association
- Bayerischer Soldatenbund (1874) e. V.
- They have been regularly participating in shooting sports in the club for at least 12 months. Regular means:
- once a month or
- 18 times throughout the year.
- The weapon to be purchased is approved for shooting on the basis of an approved shooting sports regulations.
Proof of safe storage
Firearms must be stored in special security containers (special safes).
The competent authority will advise you on the requirements to be met on a case-by-case basis.

The competent authority will inform you of any costs incurred.
You will receive the yellow gun ownership card upon request.
To do this, submit the certificate issued by your shooting sports association and any other documents required to the competent authority for examination.
The authority will check whether the requirements are met and issue you with the yellow weapon possession card. After acquiring a weapon, an application must be made to the competent authority within 2 weeks for registration in the yellow weapon possession card.
The weapons acquired do not have to be approved and required for a discipline of the federation or club in which the sport shooter is organized. It should also be possible for the sport shooter to practice the shooting sport with his own weapon as a guest shooter. However, because of the general principle of need, it must be a weapon for sporting shooting on the basis of an approved shooting sports regulation.
