In the case of a building project requiring approval, persons authorized to submit building documents bear a great deal of responsibility. Both the building application and the building documents (e.g. construction drawings and calculations) must be signed by them and submitted to the responsible authority. In addition, the design planner must be able to assess whether all building law and other requirements have been met.
If you are established in another EU or EEA member state as a person authorized to submit building plans, you are authorized to submit building plans without being entered in the list of design authors. In this case, you must
- have a comparable authorization and
- fulfill the comparable requirements for entry in the list of authorized drafters.
If the requirements in your country of origin are not comparable with those in Hesse, you must obtain certification that you meet the requirements necessary for entry in the list of design authors. You must apply for the certificate from the Darmstadt Regional Council, which will enter you in its own register once the certificate has been issued.
