Gender equality policy is one of the central socio-political fields of action. The development of the country and the context of society also depend on the establishment of real equal opportunities for women and men and the elimination of the causes of the still existing inequalities between women and men, despite extensive legal equality.
The equal opportunities policy of the Hessian state government is based on the Basic Law, the Hessian Constitution, the Treaty of Lisbon, which has enshrined equal opportunities as a legally binding guiding principle, and on the Hessian Equal Rights Act.
Equal opportunities for women and men through the principle of gender mainstreaming are achieved through the "systematic integration of the situation, priorities and needs of women and men into all policy areas, with a view to promoting equality between women and men being guided by this objective and starting at the planning stage as well as during implementation: Monitoring and evaluation of the measures concerned, the impact of which on women and men shall be taken into account.' The state government cooperates in gender equality policy with the responsible bodies in the offices of the state, the municipalities and the federal government as well as with the numerous women's associations and the state women's council, other associations and the social partners as well as the universities.
