If you want to carry out tests or issue certificates in accordance with the Chemicals Climate Protection Ordinance, you must be recognised by the competent authority.
For certain work on e.g. refrigeration or air conditioning systems, certificates of competence are required for the personnel carrying out the work. These certificates are issued after passing the exam. If you want to carry out such tests or issue certificates, you need recognition from the competent authority. This applies to the whole of Germany.
On the other hand, no operational certification is required for activities on mobile systems, such as refrigerated vehicles.
Which fluorinated greenhouse gases (F-gases) are referred to is set out in Annexes I and II of Regulation (EU) 517/2014 on certain fluorinated greenhouse gases (F-Gas Regulation).
Information on the teachers, the course of the examination or the content of the certificates must be submitted. After queries from the competent authority, further documents may have to be provided.

- You must enclose the following documents with your application for company certification: Copies of the certificates of competence for personnel covering the activities in question (certificate of competence in accordance with Section 5 (2) of the Chemicals Climate Protection Ordinance)
They shall have at their disposal appropriate means, materials and personnel for carrying out tests and issuing certificates.
- There must be sufficient competent personnel for the installation, maintenance or servicing activities of equipment. It must also have access to the tools and procedures necessary for the activities subject to certification.
- For activities related to fire protection systems and fire extinguishers, sufficient personnel with a corresponding certificate of competence must be available for the annual expected volume of activities and the necessary technical equipment must be sufficiently available in terms of type and number.
- If your establishment is an EMAS registered site, it can obtain the certificate if the eco-declaration or audit report shows that the above two conditions are met and that the following information can be seen:
- Name and registered office of the company
- Designation of the site and the certified activities related to the site and its facilities
- Name of the authority, date and signature
You submit an informal application to the competent authority for recognition as an examination and certification body. If necessary, the authority will request further application documents and, after reviewing the application, issue a notification of recognition.

- Anyone wishing to carry out tests or issue certificates in accordance with the Chemicals Climate Protection Ordinance must be recognised by the competent authority.
- An informal application for recognition as an examination and certification body must be submitted to the competent authority. If necessary, the authority will request further application documents and, after reviewing the application, issue a notification of recognition.
