If you want to work as an expert for long-term storage facilities under the Landfill Ordinance, you must be appointed by the competent authority.
If you want to inspect long-term storage facilities after decommissioning to ensure that the requirements for decommissioning pursuant to § 5 Abs. 3 Nr. 1 BImSchG are met and thus no harmful environmental effects or other dangers, considerable disadvantages and considerable nuisances for the general public or the neighbourhood can be caused, you must apply to the competent authority to appoint you as an expert. The provision applies to the entire federal territory.
Evidence and information on the required expertise, independence, reliability and technical equipment must be submitted. After enquiries from the competent authority, further documents may have to be provided.

For the examination of the application for determination, costs are incurred according to the time spent.
You submit an informal application to the competent authority for designation as an expert for long-term storage in accordance with the Landfill Ordinance. If necessary, the authority will request further application documents. Once the complete application for notification of a post has been submitted, the Authority must complete its examination within three months.

The application for determination must be submitted to the locally competent environmental authority (Regierungspräsidium) in whose district the applicant has its registered office. If there is no place of business in Germany, the application must be made where the activity is to be carried out as a matter of priority.
