If you are already entered in the register of craftsmen with a craft subject to approval in Annex A of the HwO and you can prove master-like knowledge and skills in another craft subject to licensing, it is possible to apply for a right to practice the other craft.
A right to exercise does not entitle the holder to use the title of master craftsman and to train in the craft concerned. It may be limited to a partial activity of a craft.

Entry in the Register of Craftsmen
You must already be registered in the register of craftsmen or managers with a craft subject to licensing.
Certificate of competence
A right to exercise according to § 7a HwO requires proof of master-like knowledge and skills in the relevant (partial) craft. Submitted training and employment references and other evidence may be considered.
If sufficient proof of qualification is not possible in this way, you can prove the required knowledge and skills in a competence test. The examiner is commissioned by the competent Chamber of Crafts. The costs of the competence test are to be borne by you.
The fee for the granting of a right to exercise a complete craft is 650.00 euros. If the application is limited to a partial activity, the fee is 550.00 euros. If the application is rejected or withdrawn before a decision has been taken, a processing fee will also be charged.
You must submit the application for authorisation to exercise the licence to the competent Chamber of Crafts together with all documents justifying the application.
If you agree to this, the Chamber of Crafts can obtain an opinion from the competent guild or professional association on your application.
